The aims and objectives of the survey were:

• to improve access to formal education and the quality of education for children in the three districts
• to design and implement a local and decentralized in-service teachers’ training system
• to develop learning and teaching materials for teachers’ training
• to develop management of education at school, upazila and district levels
• to develop and implement strategies which strengthen community participation in the management and provision of education in schools
• to develop a concept of pre-school education and support an experimentation of pre-school education programs in the project area

The specific tasks carried out by Mitra and Associates were:

• recruitment and training of field staff for data collection
• pre-testing and finalization of the questionnaire
• collection of data
• categorization of open-ended responses
• editing of filled-in questionnaire
• computerization of data and making of profile of individual schools

The survey sample consisted of 42 schools located at upazila headquarters of the three districts.

The project was jointly funded by German Financial and Technical Cooperation and the GTZ.
