The Evaluation of UNICEF Bangladesh’s Communication for Development (C4D) Programme -2016

Detailed Narrative Description of Project: From 2012-2016, the Communication for Development (C4D) Section of UNICEF and seven partner NGOs implemented the “Engaging Communities for Social & Behavioral Change” project in seven hard-to-reach districts of Bangladesh.   These areas were selected based on a participatory, well-designed assessment process from the formulation of the 2012-2016 United Nations Development Assistance Framework (UNDAF).  This evidence was used to first identify the specific locations where the C4D interventions could be targeted.  As there were limited resources, only seven districts could be prioritised (e.g., Bandarban, Cox’s Bazar, Sunamgonj, Netrakona, Shatkhira, Rangpur, and Bhola) as potential programming areas, and then based on specific criterion (e.g., natural disaster vulnerability, hard-to-reach locations, and poor performance in achieving the Millennium Development Goals-MDGs), only three Upazillas from each of the seven districts, totalling 21 Upazillas, were then selected for programme implementation.  These targeted communities within the 21 Upazillas, amounting to a total of 1,013,489 households, have been exposed to the programme since July 2012. The aim of this project was to increase knowledge and create awareness among communities; change individual beliefs and perceptions; influence attitudes and behaviors and consequently social norms and social practices.  The methodology of the programme is unique, as the focus is engaging communities to understand people, their beliefs and values, and social norms that shape their lives. Through sharing, individuals and communities are not only informed but also empowered to change behaviors and be proactive about improving their lives.

 

Detailed Description of Actual Services Provided by Mitra: Translation of the survey questionnaires/interview guide/checklists, Pre-testing and finalization of survey instruments, Recruitment of Field Personnel, Training on Data Collection Operation ad Piloting, Organization of fieldwork, Quality Control Checking, Data Entry/Processing Operations.
