The major objective of this study was:

• to assess the effectiveness of the VGD program to help in the management and continual refinement and improvements of the program. 

The purpose of the survey was to provide reliable impact information which would help provide a better understanding of cause-and-effect relationships of food aid.

The study was undertaken under a contract with the Food and Agricultural Organization (FAO), Rome, Italy.
