Baseline and Results and Impact Management System (RIMS) Survey for CCRIP, 2014

The Government of the People’s Republic of Bangladesh (GoB) had received credits/loans and grants for implementation of the Coastal Climate Resilient Infrastructure Project (CCRIP) from the International Fund for Agricultural Development (IFAD), Asian Development Bank (ADB) and KfW.The project area included 12 (twelve) districts of the South-Western Coastal areas. The districts (hereinafter referred as project districts) were: Gopalgonj, Madaripur and Shariatpur from the Dhaka Division; Khulna, Bagerhat and Sathkhira from the Khulna Division; and Barisal, Patuakhali, Barguna, Jhalokathi, Bhola and Pirojpur from Barisal Division. It is started on March 2014 and be ended on July 2014.

 

Description of project: The goal of the project is to improve the livelihood in the project districts vulnerable to climate change, and increase the safety of the population during extreme climatic events.

The specific objectives of the project were to:

 

  1. Improve rural connectivity and upgrade market services through development of Upazila roads, Union roads and Village roads with drainage structures (culvert and bridges), Growth centers and Rural Markets for enabling access of small producers and the poor to markets to generate higher income.
  2. Enhance security and safety of rural infrastructures through development of rural infrastructures up to climate resilient standards which includes enhanced resilience to present climate effects plus forecasted future climate change impacts.
  3. Enhance climate change adaptation capacity and increase safety of population during extreme climatic events through increased availability of climate disaster shelters, improved access to shelters and improved facilities of existing climate disaster shelters. 
  4. Strengthen the institutional capacity of LGED, LGIs and other stakeholders through effective training and initiation of knowledge management system, with particular emphasis on climate resilience and adaptation measures during the design, implementation and maintenance of rural infrastructures assets.
  5. Create employment opportunities through project interventions.

 

The objectives of the RIMS and Baseline Survey (RBLS) isto obtain adequate information to ascertain a range of parameters including, but not limiting to, the following:

 

  1. Socio-economic profile of the households/farmers by category (landless, small producers with < 2.5 acres, small fishing households, and women-led households), including their employment status, productive assets, food security, consumption pattern, marketing and storage systems of farm produces;
  2. Land ownership status, cropproduction, productivity, yield, input level, status of technology transfer, adoption rate of HYV/hybrid crop varieties and losses resulting from flooding; 
  3. Household assets; and 
  4. Prevalence of malnutrition among under-five children.

 

Tasks carried out by Mitra and Associates:

 

Methodology (sample design & tools): The Survey consisted of two parts: (i) an IFAD RIMS part and (ii) a baseline part.

 

Sampling of households/families for RBLS: The RBLS is carried out by collecting data from a random sample of 1200 households drawn from within one KM on either side of the Union road in twenty Upazilas. The sample was selected in two stages. At the first stage, 40 clusters of households were selected.  The households were selected at the second stage, including 30 from each of the selected cluster.  A cluster consisted of about 200 households, including one or more villages or part of a village. The cluster selection will be done in three steps. At the first step, 20 (twenty) union roads were covered with the survey was specified. At the second step, all the villages situated on either side of each of the 20 specified union roads were listed. At the third step, for each road, two villages were randomly chosen from among the villages listed for it, thereby selecting 40 villages for the 20 roads. In a selected village, the households within one KM from the union road were taken as constituting a cluster selected into the sample at the first stage.

 

The way the households from a cluster is selected is described below.

  • Reaching the village, the interviewer team determine the boundary of the cluster containing households within one KM from the union road.
  • Thereafter, moving in a randomly chosen direction, the team conduct interviews with consecutive households, one after another, until having 30 households interviewed for the cluster. 
  • A visited household is interviewed as an eligible household, only if it has less than 2.5 acres of land or is a household engaged in fishing or a woman-led household.
  • If the team could not have completed interviews with 30 eligible households even after reaching the end of a line, the team took a right turn to move to the next line to continue interviewing for the remaining households.
  • If it is not possible to interview a ‘to be interviewed household’, the household marked as ‘non-responsive’, noting the reason it could not be interviewed for.

 

Sampling for other surveys:

 

Survey on the Market Connecting Roads: Data for this survey collects by enumerating movements of vehicles over 20 market connecting roads from the list of Project Management unit.

 

Qualitative Survey on Climate Resilience: In total 20 FGD sessions conduct, running one session for each of the listed union roads.

 

Survey on the Rural Community Markets: From provided list of project management unit over a sample of 20 rural community markets, conduct group interviews with 4-5 businessmen in each market.

 

Labour Contracting Society (LCS) Survey: Data for this survey collect from a sample of 80 female LCS members. First, for each of the 20 markets include in the sample for the survey on rural markets, two LCS groups randomly chose from among those listed as contractors for that market. Thereafter, 2 female members randomly chosen from a selected group to yield the sample of 80 LCS members (=20X2X2).

 

Questionnaires: Mitra has prepared the first drafts of the questionnaires in English for the baseline and other surveys like Market Connecting Roads, Qualitative Survey on Climate Resilience, Rural Community Markets, Labour Contracting Society (LCS) including (excluding RIMS), in consultation with the PMU. Then make the translation of these tools into Bengali.

 

Manual and other docs: Interviewers’, supervisors’ and editors’ manuals, Interviewers’ and supervisor’s assignment sheets, Vehicle Enumeration Form (for enumeration vehicle movements).

 

Training: Around 16 days training along with the field practice is conducted on different qualitative and quantitative survey instruments by resource person of Mitra.

 

Data collection & quality control: 1 month is spent to collect the quantitative & qualitative data. Quality control officers re-interview some of the selected households/respondents in each cluster and also check some of the reported non-response cases to see the validity of reasons. A quality control officer compares the re-interviewed data with the corresponding interviewed data.

 

Data processing & report writing: Questionnaires register and store. Data from the questionnaires enter into computer, using data entry software CSPro 3-3. Data enter with double entries. Data editors include checking of range, structure and a selected set of checks for internal consistency. Then quantitative data analyze by spss software by producing table of findings and qualitative data analyzed manually by doing content & componental analysis. All data will come together in a draft report in collaboration of mitra and PMU, after approval of draft report by PMU, a final report will be produced and be handed over to the PMU of CCRIP.
