The purposes of the survey were to collect three types of data:

• baseline data,  
• benchmark data, and 
• impact evaluation data. Baseline data were collected to reveal current living conditions of target populations in project areas and among those living in areas to be brought under the project and to find out what specific supports the target populations need to improve their situations. Benchmark data were collected to establish parameters to be used in future evaluation to measure benefits of the project.  Impact data were collected from the existing project areas to ascertain the benefits of the project.
