Abdul Latif Jameel Poverty Action Lab (JPAL) and Innovations for Poverty Action (IPA) in partnership with SCUSA wishes to carry out a comprehensive evaluation of the project, by conducting an mid line survey tracking every girl that was surveyed in the baseline, and seek to identify the most effective and efficient strategies for empowering girls. 

The ‘Kishoree Kontha’ (KK), program addressed the holistic development of adolescent girls through the creation of safe spaces at the village level where girls could attend peer education, livelihood and life skills training, social competency and the mobilization of the local community to increase valuing of girls. Furthermore, testing of water for e-coli bacteria from arsenic contaminated areas will help to better understand the consequences, sometime unintended, of the public awareness campaign of arsenic contamination in Bangladesh.

SCUSA, JPAL and IPA will be conducting a census based task, and midline survey as well as water collection in KK target areas. The midline survey will help to evaluate the impact of the development intervention, and gauge the effectiveness of different strategies for empowerment of adolescent girls.  The information collected in the midline survey will be based on adolescent girls’ health, education, and social status and marriage outcomes.  MITRA will provide complete, reliable, and accurate data and support as per the following guidelines:

Census activity: In 2007, JPAL/IPA/SCUSA completed a census of all households including detailed location information and a listing of every resident household member, along with each member’s gender, educational, marital, and employment status, and relationship to the household head. IPA has provided MITRA a listing of all girls aged between 6 and 17 inclusive (in 2007, or 9 and 20 in 2010) from the target areas, including the girl’s name and age, father’s/guardian’s name, and para information of the household. It is expected that there are 115,059 such girls from 79,562 households. Mitra needs to ask a short questionnaire including but not limited to reproductive health, immunization, marriages of girls in the household, if the marriages were registered, etc. by going to each household. Mitra also needs to verify this information via an alternative method such as, but not restricted to, asking village elders, neighbors in the para, peers at a school, or local match makers. Mitra also to be responsible for collecting registered marriage information for the past 3 years from the marriage registrar (Kazi) at the Union level for independent verification of marriages. IPA has provided detailed instructions to Mitra on the verification methods to pursue for the census task before the start of the midline.  Mitra is responsible for data entry of the census as per the same guidelines, outlined below, as required for the middline survey.
